AM-STY-06044 - Road Safety Inspection
Road Safety Inspection (RSI) is a new safety procedure that was introduced by TII to comply with the EU Directive on Road Infrastructure Safety Management (EU RISM). The RSI process is described in TII Design Manual for Roads and Bridges under TII AM-STY-06044 Road Safety Inspection.
RSI is a proactive approach to improving the safety of the existing national road network. The EU RISM directive defines RSI as “an ordinary periodical verification of the characteristics and defects that require maintenance work for reasons of safety”.

Route Selection
RSI will be carried out on all national roads. The Trans-European Road Network will be inspected first. The sequence in which the remaining routes are inspected is based on safety performance. The national roads are ranked in terms of their collision rate and collision severity. Road Safety Inspections are implemented according to this ranking system. RSI Team
The RSI teams consist of a team leader and at least one other team member.
Desktop Study
RSI teams must examine the collision trends for each route before the inspection takes place. The collision trends for each route are compared against control data to establish if there are any particular collision patterns associated with a route. The desktop study provides the RSI team with an understanding of the safety performance of a route before the inspection takes place.
Inspection
The function of TII is to oversee the inspection process. Once the desktop study has been completed, the teams can commence the inspection. RSI is performed on a route by route basis. The RSI team drives the whole length of the route in both directions, in daylight and darkness, and also in particular weather conditions if required. The RSI teams inspect all other road elements and junctions, and 200m of all side roads leading up to the main route. Video data of the route is collected during the RSI.
The RSI team identifies any safety related items that require further review. The RSI findings are then compiled into the RSI report.
Report
An individual RSI report is prepared by the team for each route. The report includes a brief description of each safety issue. The RSI team carry out an informal risk assessment of each identified hazard, which is provided in the report. The final report is submitted to TII.
