CPO & eMSP FAQs

 

To satisfy the Alternative Fuels Infrastructure Regulation (AFIR) (Regulation (EU), 2023/1804) requirements relating to the availability of information pertaining to public Electric Vehicle (EV) recharging infrastructure, Zero Emission Vehicles Ireland (ZEVI) published a Draft Strategy for Data Concerning Electric Vehicles Recharging Infrastructure.

This strategy sets out how specified AFIR data will be made open and freely available to any data user by Charge Point Operators (CPOs) and eMobility Service Providers (eMSPs) via the National Access Point (NAP). A Data Exchange Platform (DXP) will house the data management and exchange functionality as required by AFIR and facilitate the sharing of this data with the NAP

Charge Point Operators (CPOs) and eMobility Service Providers (eMSPs) are two key legal entities in the Electric Vehicle (EV) recharging ecosystem, each with distinct roles:

  • Charge Point Operator: A CPO is responsible for the installation, operation, and maintenance of EV recharging stations. They manage the technical aspects of the recharging infrastructure, including power supply, network connectivity, and ensuring chargers are functional and accessible.
  • eMobility Service Provider: An eMSP provides EV drivers with access to recharging services, including payment processing, roaming services, and customer support. eMSPs offer subscription plans or mobile apps that enable users to locate and pay for recharging sessions across different CPO networks.

While some companies may operate as both a CPO and an eMSP, they legally have distinct roles. CPOs manage the physical infrastructure, while eMSPs facilitate the end-user experience by providing access and payment solutions.

The Alternative Fuels Infrastructure Regulation (AFIR) (Regulation (EU), 2023/1804) mandates that EU Member States must appoint an Identification Registration Organisation (IDRO) to issue and manage unique identification codes (IDRO ID) to Charge Point Operators (CPOs) and eMobility Service Providers (eMSPs). In Ireland, TII has established an IDRO to issue and manage IDRO IDs to CPOs and eMSPs.

The Data Exchange Platform (DXP) is a central data repository, where Charge Point Operators’ (CPOs) data relating to publicly accessible recharging points will be made discoverable

The DXP is a centralised platform that will ensure that this data is available in a standardised format that is freely available and easily accessible to data users as required by Alternative Fuels Infrastructure Regulation (AFIR) (Regulation (EU), 2023/1804). Notwithstanding this, the DXP is not adopting a service or agent role for CPOs in this regard.

The Data Exchange Platform (DXP) uses the Open Charge Point Interface (OCPI) 2.2.1 protocol for data exchange and has the flexibility to expand to other versions of OCPI in the future

To connect to the Data Exchange Platform (DXP), Charge Point Operators (CPOs) must establish an Open Charge Point Interface (OCPI) 2.2.1 connection. This is managed via TII’s onboarding programme for the DXP which involves collaborating with the CPO to test and validate that their data connection meets the OCPI 2.2.1 requirements.

In Ireland, the National Access Point (NAP) is the Open Data Portal (data.gov.ie). The NAP serves as a centralised platform where data publishers can publish their data. The Alternative Fuels Infrastructure Regulation (AFIR) (Regulation (EU), 2023/1804) requires that free and unrestricted access to the specified data be submitted to the NAP via an Application Programme Interface (API). Should Charge Point Operators (CPOs) choose to make their data discoverable through the Data Exchange Platform (DXP), the DXP will facilitate the sharing of data with the NAP via API.

The regulations governing data provision for electric vehicles and other alternative fuels recharging infrastructure have been set by the EU, through the Alternative Fuels Infrastructure Regulation (AFIR) (Regulation (EU), 2023/1804).

Furthermore, the European Commission has adopted Implementing Regulation (EU 2025/655) to support the uniform and effective provision of compatible, interoperable and real-time alternative fuels infrastructure data. The Data Exchange Platform (DXP) will not collect, process or publish customer’s personal data.

  • Data regarding Charge Point Operator’s (CPO) or eMobility Service Provider’s (eMSP) financial information will not be published.
  • The name and email address of a business point of contact will be collected by the Identification Registration Organisation (IDRO). This is to ensure that the IDRO ID is issued to the appropriate personnel within CPO or eMSP organisations, however, this data will not be published.
  • Regarding the DXP, a technical and operational point of contact and email address will be collected to ensure that the appropriate contacts have been identified to attend any technical workshops as part of the onboarding process. however, this data will not be published.
